consignは、物や人を預けたり託したりする感じかな。しかも忘れられてるし(笑)
consign one's soul to Godとも言うらしいので、必ずしも物や人とは限らないようですが。
commissionの方が、ビジネス上の委託という意味を持っている感じがしました。

「外資系の広告会社は自社でバイイング機能を持つところは少なく、 国内の広告会社と提携して委託するケースが多い」を訳す場合には、consignは使わない方が良い感じ。
commissionを使ってもOKと思います。私の主観ですが。
